of the Agency of Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan

Chapter 1: General provisions

1. These Regulations define the status, tasks, functions, competences and organizational status of the Agency of Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan (hereinafter referred to as the Agency), as well as functional duties and responsibilities of its leadership.

The Agency is an authorized body in the field of elaboration and implementation of the unified state information policy, as well as support of development of mass media, press, publishing and printing and information and library activities;

In its activities, the Agency is guided by the Constitution of the Republic of Uzbekistan, laws and resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, decisions of the Head of the Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan, these Regulations and other legislative acts.

4. Decisions of the Agency taken within the limits of its competences are obligatory for execution by all bodies of state and economic management, bodies of executive power at the local level, other organizations and departments, economic entities (hereinafter referred to as "state bodies and other organizations"), carrying out activities in the information sphere.

5. The Agency is a legal entity, has a seal with the image of the State Emblem of the Republic of Uzbekistan and its name

full – “Agency of Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan, abbreviated - Agency of Information and Mass Communications”.

7. The Agency is located at 30 Alisher Navoi Street, Tashkent, Uzbekistan.

Chapter 2: Structure of the Agency

8. Included in the Agency's system:

The central office of the Agency;

Information and Mass Communications Department of the Republic of Karakalpakstan, regions and the city of Tashkent (hereinafter referred to as territorial departments);

publishing and printing house «O'zbekiston»;

publishing-polygraphic creative house «Gafur Gulyam»;

printing house «O'qituvchi»;

State scientific publishing house «Uzbekistan Million Encyclopedia»;

State enterprise "Printing House for the Blind";

Regional publishing houses in the Republic of Karakalpakstan and the provinces;

Scientific and Methodological Publishing Centre «O'qituvchi»;

National Library of Uzbekistan «A. Navoi»;

Centre for Mass Communication;

Professional college for training specialists in printing and publishing;

An organization that distributes book products to “Uzdavkitobsavdotaminoti LLC”;

State organization "Management of administrative buildings operation".

9. Territorial departments are accountable to the Agency.

10. The O'qituvchi Scientific and Methodological Publishing Centre, the A. Navoi National Library of Uzbekistan and the Centre for Mass Communication report to the Agency's Director.

Chapter 3: Objectives and functions of the Agency and its territorial administrations

§ 1: Objectives and functions of the Agency

The main tasks of the Agency are:

Ensuring the exercise of citizen’s constitutional rights to freedom of speech and information, strengthening the role of the media in the country's socio-political and socio-economic development, creating equal conditions for them in the media market, and protecting the rights of journalists;

Development and implementation of state support measures for the development of the mass media, press, publishing, printing and information and library activities, as well as the creation of favorable conditions for attracting investment and implementing projects on the basis of public-private partnership;

Generalization of the practice of application of legislation in the information sphere, initiation and development of draft regulatory legal acts in the field of state support of the development of mass media, press, publishing and printing and information and library activities;

Assistance to state bodies and other organizations in ensuring transparency of their activities, instilling in civil servants a culture of open and public interaction with the mass media, including through coordination and methodological support of the activities of their press services (public relations departments);

Interaction with state bodies and other organizations, as well as diplomatic representations of the Republic of Uzbekistan abroad on the issues of propaganda and broad informing, first of all, among foreign business circles, entrepreneurs, potential investors, state and public figures on the course of realization of large-scale reforms in the country, created favorable conditions for investment and improvement of business climate;

Development and implementation of measures to develop and strengthen the material and technical base of enterprises in the industry, as well as the introduction of modern systems of standardization and certification, innovative ideas and technologies;

Formation and implementation of program measures in the field of book publishing, creation of electronic and audio books, improvement of reading culture, popularization of domestic literature abroad;

Implementation of a set of measures aimed at training, retraining and professional development of journalists, media workers, press, publishing and printing and information and library enterprises, as well as assistance in the training of engineering and technical specialists in the industry, ensuring their social and legal protection;

Participation in ensuring information security of the republic and implementation of measures for timely and adequate counteraction to challenges and threats in the information sphere;

Organization of international cooperation on issues within the Agency's competence.

In accordance with its tasks, the Agency performs the following functions

(1) In the area of ensuring the exercise of citizens' constitutional rights to freedom of speech and information, strengthening the role of the media in the country's socio-political and socio-economic development, creating equal conditions for them in the media market, and protecting the rights of journalists:

Develops the foundations for a unified State information policy and defines medium- and long-term goals and stages, tasks, priority areas and forms of its implementation, taking into account the profound socio-political and socio-economic reforms initiated by the President of the Republic of Uzbekistan;

Ensures the implementation of a unified State information policy, coordinates the activities of the State media in this area, carries out methodological cooperation between the media and the Agency, and promotes the image policy of the Republic of Uzbekistan at home and abroad;

Exercises, in accordance with the procedure and within the limits established by law, the authority to ensure the independence and freedom of the media in the framework of professional activities, to solve the strategic problems of the development and modernization of the industry, as well as to enhance the role of the media in the democratization of society and the State and the building of an open civil society;

Adopts measures provided for by the law to prevent the unlawful restriction of freedom of the media, censorship and the dissemination in the media, information resources (or parts thereof) posted on the Internet, and printed media of information the dissemination of which is prohibited and/or restricted;

Ensures equal rights of access to official information for the mass media, regardless of their form of ownership;

Creates sustainable mechanisms for mutually beneficial cooperation with the founders and editors of the leading print and electronic media, popular web resources and bloggers to discuss existing problems in the information sphere and develop appropriate solutions;

Jointly with state television (radio) channels, develops and implements relevant socially significant projects and takes measures to create equal conditions for market participants in this area;

Measures of the audience of electronic mass media and analysis of print media circulation;

Determines the possibility and expediency of distributing television and radio broadcasts by foreign States and companies in Uzbekistan and makes proposals for the conclusion of intergovernmental agreements and international agreements;

Develops comprehensive measures to increase the attractiveness of periodicals and improve their financial situation through the introduction of modern media management methods and ICT solutions in the internal process, as well as effective marketing developments;

Assists in protecting the rights, freedoms and interests of media editorial offices, raising the status of journalists, developing mechanisms for self-regulation of the media community, and introducing a universally recognized national certificate of journalism;

Assists in protecting individuals and legal entities from the dissemination through the media of biased, inaccurate and prohibited information;

Draws up proposals for improving healthy competition in the dissemination of media products;

2) In the sphere of development and provision of measures of state support for the development of mass media, press, publishing and printing and information and library activities, as well as creation of favorable conditions for attracting investments and implementation of projects on the terms of public-private partnership:

Carries out a detailed analysis of the entire spectrum of central and regional state mass media (press, television, radio, electronic media, news agencies), publishing and printing and information and library structures in order to assess the development of a comprehensive action plan for their development and/or optimization;

Develops and implements measures aimed at the development of the mass media and supports organizations and individual entrepreneurs engaged in publishing and printing activities;

Assists, in accordance with the procedure established by law, in the organization of correspondent offices, bureau and other representations of state media abroad, in the accreditation of journalists;

Provides state support to organizations engaged in the production and dissemination of socially significant projects in the field of print and electronic media, including the creation and maintenance of resources of social or educational importance on the Internet;

Promotes and develops targeted programs to upgrade printing equipment in subordinate organizations, modernize them, attract foreign investment and grants, and use loans from international organizations;

Develops normative documents in the field of technical regulation, as well as technical documentation in the field of publishing and printing, provides methodological assistance in standardization and certification of publishing and printing products;

Participates in support and implementation of scientific research in the field of mass media, information exchange, publishing and printing and information and library activities;

Studies foreign experience of foreign countries in the field of mass media, publishing and printing and information and library activities, develops recommendations for their further implementation;

Provides advisory assistance to the mass media on issues within the Agency's competence, contributes to their technological and substantive development;

Provides business entities with information, organizational, methodological and advisory support on licensing of publishing activities, registration of mass media and printing enterprises, as well as their development, including in the form of public-private partnerships;

Takes measures to combat the illegal use of intellectual property objects, cooperates with law enforcement, customs, tax and other state bodies to identify and suppress violations in the field of intellectual property, taking measures to suppress the circulation of counterfeit products in the country;

Monitors compliance of mass media and other participants of the information space of the republic with the legislation in the field of mass media, publishing and printing activities, licensing and permitting requirements and conditions;

Takes part in negotiations with the authorized bodies of foreign countries on the distribution of television and radio programs, as well as the integration of Uzbekistan's information systems into the global information networks;

Develops licensing requirements and conditions for publishing activities;

Licensing the activities of legal entities in the area of publishing;

Establishes the procedure for maintaining and ensuring the maintenance of the Unified State Register of Registered Printing Enterprises of the Republic of Uzbekistan;

Creates a working group to consider materials on the issuance of a publishing license;

Adopts a decision on the issuance of publishing licenses, suspension or termination of the license, as well as its cancellation and reissuance;

Exercises systematic control over the licensee's compliance with the licensing requirements and conditions, including the established quality standards for publishing book and notebook, printing and stationery products;

Establishes the procedure for maintaining and ensuring the maintenance of the State register of publishing houses operating in the Republic of Uzbekistan;

Registers mass media and printing enterprises;

Establishes the procedure for maintaining and ensuring the maintenance of the Unified Register of Registered Mass Media of the Republic of Uzbekistan;

Within the limits of the competence develops, co-ordinates and submits in the order established by the legislation drafts of laws of the Republic of Uzbekistan, decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers, and also other certificates of state bodies and other organizations on realization of an information policy;

Conducts a systematic analysis of the legal and regulatory framework and prepares proposals for its improvement for the effective implementation of measures in the field of state support for the information sphere, including the development of the mass media, press, publishing and printing and information and library activities;

Interacts with media market participants, information NGOs, recognized domestic and foreign media experts, journalists, bloggers, and other specialists in the framework of the activities of the Public Council for the Development of the Information Environment;

3) In the field of generalization of the practice of application of legislation in the information sphere, initiation and development of draft regulatory legal acts in the field of state support for the development of mass media, press, publishing and printing and information and library activities:

Ensures monitoring of the implementation of regulatory legal acts in the field of mass communications, press, publishing and printing and information and library activities;

Develops standards, technical regulations and sanitary norms for the design and printing of school textbooks, teaching aids and notebooks, taking into account the latest achievements in the printing industry and best practices of foreign countries;

Together with the expert community, prepares and submits for consideration by the President of the Republic of Uzbekistan proposals to improve legislation aimed at improving the sphere of mass communications, printing, publishing, printing and information and library activities;

4) In the sphere of assistance to state bodies and other organizations in ensuring transparency of their activities, instilling in civil servants a culture of open, public interaction with the media, including through the coordination and methodological support of the activities of their press services (public relations departments):

Coordinates and provides guidance for the activities of press services (public relations departments) of state bodies and other organizations;

Develops and takes measures to create a coordination mechanism for interaction between the press services of government agencies and other organizations under the guidance of the Agency, which provides for increasing the efficiency of their activities, including the implementation of close cooperation between the heads of government agencies and the mass media;

Proposes measures to strengthen the status and expand the number of staff of the press services of government agencies and other organizations to the necessary level to ensure the quality of their performance of their tasks;

Coordinates the processes of systematic and prompt preparation of quality information and analytical materials by the press services of ministries and departments, their wide use of mass media for an accessible explanation of the essence and content of the reforms being carried out, strengthening cooperation with the mass media, as well as providing materials to the diplomatic missions of the Republic of Uzbekistan abroad and diplomatic missions of foreign states in Uzbekistan;

Coordinates the issues of professional development, improvement of skills and methods of work of the press services of state bodies and other organizations, including the involvement of leading domestic and foreign specialists for educational trainings and seminars, in order to use modern channels and methods of providing information to the media and other civil society institutions;

Ensures coherence, coordination and efficiency of actions of state bodies and other organizations in the area of capacity building and training of heads of state bodies for interaction with mass media;

Conducts a systematic analysis of the degree of openness of the activities of government agencies and other organizations, the level of access of business entities and citizens to information, determines measures to increase their effective interaction;

Creates the conditions for the introduction into a wide practice of holding briefings, press conferences and round tables on a regular basis by the heads of government bodies and other organizations on topical aspects of ongoing reforms and investment projects, including with the participation of the heads of sectoral complexes, ministries and departments, the Chairman of Jokargy Kenes of the Republic of Karakalpakstan, regional khokims and the city of Tashkent, specialists and entrepreneurs for the national and foreign media;

Assists in the development of information resources, including web resources on the Internet, including popular social networks and mobile applications, the formation and maintenance of a data bank of text, photo, audio and video and other information materials relating to the activities of government agencies and other organizations;

Proposes measures to establish effective public control through the mass media over the activities of state bodies and other organizations;

5) In the sphere of interaction with state bodies and other organizations, as well as diplomatic representations of the Republic of Uzbekistan abroad on the issues of propaganda and wide informing, first of all, among foreign business circles, entrepreneurs, potential investors, state and public figures on the course of realization of large-scale reforms in the country, created favorable conditions for investment and improvement of business climate:

Coordinates the activities of government agencies and other organizations to widely inform the public and foreign audiences about the implementation of socio-economic and socio-political reforms, investment projects in key sectors of the economy and in the context of the regions of the country;

Coordinates the preparation of information resources by government agencies and other organizations on the Internet with detailed and accessible information, including a competent translation into foreign languages, on the main parameters of sectoral reforms, each investment project being implemented, including a monthly implementation plan and the volume of attracted investments, areas in which investments are attracted, the volume of investment, the stages of localization of production, the impact of projects on increasing exports, the development of the industry

Develops together with interested ministries and departments, other organizations and with the involvement of state and non-state mass media, bloggers various programs on information support of the implementation of reforms and investment projects in the Republic of Uzbekistan;

6) In the field of development and implementation of measures to develop and strengthen the material and technical base of enterprises in the industry, as well as the introduction of modern systems of standardization and certification, innovative ideas and technologies:

On the basis of a comprehensive analysis, it develops proposals and methodological recommendations for further development of the technical and technological base, improvement of technical regulations and current pricing standards (estimates) of the publishing and printing sector, standardization and certification in this area;

Carries out an inventory of the existing material and technical base of the subordinate enterprises and on the basis of reasonable calculations makes proposals for its improvement and modernization;

Conducts an in-depth study, including on-site visits, of the possibility of introducing advanced technological solutions into the production component of subordinate enterprises in order to reduce their financial burden;

7) In the sphere of formation and maintenance of realization of program measures in the field of book publishing, creation of electronic and audio books, increase of culture of reading, popularization of domestic literature abroad:

Organizes the preparation and publication of textbooks and teaching aids for the preschool, folk, higher and secondary special education system;

Prepares proposals for the systematic promotion of a culture of reading in society and, to that end, the holding of national competitions, especially among young people, and for the enhancement of the role and significance of books in the upbringing of the intellectually and spiritually advanced younger generation;

Participates in the development of effective measures for the production of electronic and audio books, their popularization, as well as the preparation of proposals for the establishment of mechanisms for the sale of these products at affordable prices;

Prepares proposals for the systematic replenishment of the book collections of departmental libraries of state bodies, as well as information and library institutions with scientific, encyclopedic and fiction literature;

Develops and implements State targeted programs for the production of socially significant literature;

Organizes the preparation of economic and financial projects aimed at replication of the best examples of national and world literature, establishes a system of their financing, as well as meeting the needs of the population in the socio-political and scientific-educational literature;

Participates in the promotion of national literature, raising the status of national literature and print products in international markets;

Develops specific mechanisms for translating the best works of national literature into foreign languages, organizes the translation of foreign literature into Uzbek, establishes a system of financing, quality publication and distribution;

Participates in the development of specific measures to further expand the publication of scientific, technical and fiction literature, encyclopedias and reference books in various areas in the Uzbek language, including on the basis of Latin script;

The Ministry of Education and Science prevents the publication of literature of poor quality, contrary to cultural and national values and having a negative impact on the spiritual and moral upbringing of young people;

(8) Implementation of a set of measures aimed at the training, retraining and further training of journalists, media workers, the press, publishers, printers and information and library companies, as well as assistance in the training of technical and engineering specialists in the industry and ensuring their social and legal protection:

Develops proposals to improve the human resources potential of the national mass media and their competitiveness in the information space of Central Asia;

Organizes and coordinates activities to increase the potential of journalists, attracts leading domestic and foreign specialists for educational trainings, seminars and other events;

Cooperates with government bodies and educational institutions in the training and distribution of personnel for media organizations and publishing, printing and library activities;

Provides training, retraining and advanced training for specialists of the Agency's member organizations;

Assists in the development of a system of professional certification of employees and provides professional certification of the Agency's employees;

Publishes normative and legal acts and technical documents in the field of mass media, publishing and printing and library activities;

9) In the field of participation in ensuring information security and implementation of measures for timely and adequate counteraction to challenges and threats in the information sphere:

Monitors compliance with the requirements of Uzbek legislation on the protection of children from information harmful to their health, the production and production of the media, the broadcasting of television channels, radio channels, television programs and radio programs, and the dissemination of information through information and communication networks, including the Internet;

Contributes to the protection of the constitutional rights of citizens to the preservation of personal secrecy and confidentiality of personal data available in information systems;

Organizes and coordinates the coverage of important events in the political, social, economic, cultural, humanitarian and other spheres at home and abroad in the context of ensuring effective protection of the population from various information threats;

Assists the mass media in active and quality coverage of the socio-political and socio-economic processes taking place in the country, in improving the legal culture of the population and in strengthening its civil position;

Supports the expansion of the opportunities and presence of the national media in the international information space for the timely, high-quality and objective dissemination to the public and the international community of reliable information on Uzbekistan's domestic and foreign policy;

(10) Organizing international cooperation in matters falling within the Agency's competence:

Organizes cooperation in the exchange of experience in the field of mass information, publishing, printing and information and library activities, and uses international experience in administration in these areas;

Draws up proposals for cooperation with various international rating agencies that assess countries from the standpoint of ensuring freedom of speech;

Ensures the organization and holding of competitions, exhibitions, forums, festivals, conferences and other events, including international ones, held in the territory of the Republic of Uzbekistan, in the field of mass media, publishing, printing and information and library activities, determines the order and conditions of their holding;

Promotes international cooperation in the creation of electronic catalogues, libraries and universal access to them;

Participates in the development of coordinated policies, rules and procedures for Uzbekistan's integration into international telecommunications networks;

Cooperates with public and international organizations on the organization of international festivals and festivals aimed at popularizing domestic literature abroad, and assists domestic publishers in promoting their products in the international book market;

In accordance with the established procedure, it carries out international cooperation in the field of mass communication and publishing, printing and information and library activities, and concludes international agreements with the relevant authorities of foreign countries and international organizations within its competence.

§ 2 Tasks and functions of the Agency's territorial directorates

13. The main tasks of the territorial departments of the Agency are:

Systematic analysis of the level of development of the regional media, publishing, printing and information and library activities, the media market and identification of existing problems;

Developing the potential of regional media, publishing, printing and information and library activities, and improving the culture of reading;

Analysis and development of proposals for the development of press services (public relations departments) of regional government agencies and other organizations, ensuring the transparency of their activities within the framework of public interaction with the media and other civil society institutions;

Development of measures for interaction with regional state authorities and other organizations in the matter of wide informing, first of all, foreign business circles, potential investors about social and economic development of territories, their investment opportunities and favorable conditions for doing business;

Making proposals for issuing warnings, opinions and instructions to regional entities in the field of mass communications, printing, publishing, printing and information and library activities on identified violations of legislation, including violations of the requirements of the legislation by territorial state bodies and other organizations, to ensure transparency of their activities;

Coordination of the activities of the regional mass media, as well as publishing and printing enterprises in the field of registration and licensing of activities;

Elaboration of measures for training, professional development, social and legal protection of employees in the field of mass media, publishing, printing and information and library activities.

14. In accordance with its main tasks, the Agency's territorial departments perform the following functions:

(a) Systematic analysis of the level of development of the regional media, publishing, printing and information and library activities, the media market and the identification of existing problems:

Carry out a detailed analysis of regional mass media (press, television, radio, Internet media, news agencies), publishing, printing and information and library structures in order to assess their condition and develop a comprehensive plan of action for their development and/or optimization;

Examine the problems of coverage and activities of regional state and non-state media;

Prepare analytical materials on the state of the regional media sphere, publishing, printing and information and library activities, and the territorial media market for subsequent submission to the Agency's management;

b) In the field of developing the potential of regional media entities, publishing, printing and information and library activities, and improving the culture of reading:

Create sustainable mechanisms for mutually beneficial cooperation with the founders and editors of leading regional print and electronic media, popular web resources and bloggers to discuss existing problems in the information sphere and develop appropriate solutions;

Develop comprehensive measures to increase the attractiveness of regional periodicals and improve their financial situation;

Support organizations engaged in the production and dissemination of socially significant projects in the field of print and electronic media;

Assist in protecting the rights, freedoms and interests of regional media outlets and their journalists, as well as legal entities and individuals, against the dissemination through regional media of biased, inaccurate information prohibited by law and regulations;

Develop proposals for the development of healthy competition in the dissemination of media products;

Develop and implement measures to support organizations and individual entrepreneurs engaged in publishing and printing activities;

Participate in the implementation of targeted programs to upgrade printing equipment, modernize it and attract foreign investment and grants;

Provides methodological assistance in the standardization and certification of printing products of the publishing and printing sector, and provides advice and methodological assistance to the regional media on technological and substantive development;

Prepare proposals for the systematic promotion of a culture of reading in the regions and, to that end, hold contests, especially among young people, and enhance the role and significance of books in the education of the intellectually and spiritually advanced younger generation;

Prepare proposals for the systematic replenishment of the book collections of departmental libraries of regional government bodies, as well as information and library institutions with scientific, encyclopedic and fiction literature;

They prevent the publication of low-quality literature that runs counter to cultural and national values and has a negative impact on the spiritual and moral education of young people;

Cooperate with law enforcement, customs, tax and other state bodies to identify and suppress violations in the field of intellectual property, to take measures to suppress the circulation of counterfeit publishing and printing products in the country;

c) In the field of analysis and development of proposals for the development of the activities of press services (public relations departments) of regional state bodies and other organizations, ensuring the transparency of their activities within the framework of public interaction with the media and other civil society institutions:

Carry out a systematic analysis of the degree of openness in the activities of regional government bodies, the level of access of business entities and citizens to information, and defines measures to increase their effective interaction;

Ensure coordinated and prompt action by regional government bodies and the media to improve the capacity and level of training of heads of regional government bodies for interaction with the media;

Ensure equal rights of access to official information for the media, regardless of their form of ownership;

Create the conditions for the introduction of briefings and press conferences for the national and foreign media by the heads of regional government agencies into a wide range of practices;

Control the processes of systematic and prompt preparation of quality information and analytical materials by the press services of regional state bodies, their wide use of various mass communication channels for an accessible explanation of the essence and content of social, economic and investment projects being implemented, and the strengthening of cooperation with the media;

Ensure control over the development of regional information resources, including web resources on the Internet, including popular social networks and mobile applications, formation and maintenance of a data bank of text, photo, audio and video and other information materials relating to the sphere of activity of regional state bodies;

Develop measures to strengthen the status and expand the number of staff of press services of regional state bodies to the necessary level in order to ensure quality performance of their assigned information tasks;

Coordinate the issues of professional development, improvement of skills and methods of work of employees of press services of regional state bodies with a view to their use of modern channels and methods of provision of information to mass media and other institutions of civil society;

Take part in the development of the "Electronic Government" system and ensuring wide access of the population, business entities, to state information resources and interactive services, expanding the list and improving their quality, including in rural areas;

Propose measures to establish effective public control through the media over the activities of regional state bodies;

d) In the sphere of development of measures on interaction with regional state bodies and other organizations in the sphere of wide informing, first of all, foreign business circles, potential investors about social and economic development of territories, their investment opportunities, created favorable conditions for doing business:

Coordinate the activities of regional government bodies and other organizations to widely inform local and foreign audiences about the implementation of socio-economic and socio-political reforms and investment projects in the context of the regions of the country;

Control the holding of briefings and press conferences for mass media by the heads of regional state structures on a regular basis, devoted to the actual aspects of the ongoing reforms, investment projects with the participation of specialists and entrepreneurs;

Provide coordination of works on preparation by regional state bodies and other organizations of information resources on the Internet with detailed and accessible information, including competent translation into foreign languages, on the main parameters of sectoral reforms, each implemented investment project, including monthly implementation plan and volume of attracted investments, spheres, in which investments are attracted, volume of assimilated investments, stages of localization of production, impact of projects on increase of export volumes, etc;

In cooperation with regional government bodies, other organizations and with the involvement of governmental and non-governmental media and bloggers, develop various programs to provide information support for the implementation of reforms and investment projects in the regions;

e) In the sphere of making proposals for issuing warnings, opinions and instructions to regional subjects of the sphere of mass communications, printing, publishing, printing and information and library activities on revealed violations of the requirements of legislation, including to territorial state bodies and other organizations, to ensure transparency of their activities:

Constant monitoring of the activities of regional mass communication entities, publishing houses and printing enterprises with a view to ensuring their compliance with the law, licensing and permitting requirements and conditions;

Monitors and analyses the activities of local State bodies to ensure transparency and public relations;

Make proposals for the issuance of recommendations, warnings, opinions and instructions to local State bodies and the State media that fail to comply with and properly implement legislation on the transparency of the activities of State bodies;

Submit proposals for the temporary suspension of licenses and registration certificates in the event that regional media outlets, publishing houses and printing enterprises fail to comply with the relevant legal requirements;

Submit proposals to the courts, in accordance with the established procedure, for the application for termination of licenses and registration certificates in the event of systematic non-compliance by regional media outlets, publishing houses and printing enterprises with the relevant legal requirements;

(e) Coordination of the activities of the regional media and publishing and printing enterprises in the area of registration and licensing of activities:

Provide business entities with information, organizational, methodological and advisory support on licensing of publishing activities and registration of the media and printing enterprises;

Assist businesses in the preparation and transfer of the materials and documents required to obtain a publishing license and register the media and printing enterprises;

Participate in the adoption of the decision to issue publishing licenses, suspend or terminate the license, as well as its cancellation and reissuance;

Carry out the system control over observance by the licensee of license requirements and conditions in the field of publishing activity, including the established quality standards at the edition of book and notebook, printing and office production;

Assist in the maintenance of the State register of publishing houses operating in Uzbekistan, the Unified Register of Mass Media and the Unified State Register of Printing Enterprises;

(g) The development of measures for the training, further training and social and legal protection of media professionals and of publishing, printing and information and library activities.

Proposals to improve the human resources potential of the regional media and their competitiveness are being developed;

Organize and coordinate activities to increase the potential of regional journalists, publishing and printing enterprises and information and library institutions, attract leading specialists for educational trainings, seminars and other events;

Cooperate with regional State bodies and educational institutions in the training and distribution of staff for media organizations and publishing, printing and library activities;

Assist in the training, retraining and further training of staff in the media and publishing, printing and library activities;

Publish legal and regulatory instruments and technical documents in the field of the media and publishing, printing and library activities;

15. The Agency's territorial directorate regulations are approved by the Agency's director.

Chapter 4. Rights and responsibilities of the Agency

§ 1 Rights and Responsibilities of the Agency

16. The Agency shall be entitled to perform the tasks and functions assigned to it:

Coordinate the activities of state and economic management bodies and local government bodies on issues within the Agency's competence;

Submit to the Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan draft regulatory legal acts, as well as other documents related to the performance of tasks and functions assigned to the Agency;

Request and receive information from the state and economic management bodies, local public authorities and other organizations in accordance with the established procedure to resolve issues within the competence of the Agency;

To receive on a free basis the necessary statistical information from the state statistics authorities;

Develop methodological materials and recommendations on issues within the Agency's competence;

Announce tenders and set up competitive commissions for selection of research and development projects carried out within the framework of the Agency's activities in accordance with the state order for these works;

Participate in the distribution of budgetary financial resources allocated for scientific research;

To control the implementation of state and economic management bodies, state authorities at the local level of state and regional programs, projects and activities in the field of mass communications, printing, publishing, printing and information and library activities, and to submit proposals on these issues to the Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan;

To submit to the state bodies and other organizations warnings, conclusions and obligatory instructions on the revealed facts of violation of the legislation and on other issues within the Agency's competence;

Convene meetings on the issues within the Agency's competence, involving heads and specialists of the state, economic management and local authorities, as well as economic associations, in accordance with the established procedure;

On behalf of the President of the Republic of Uzbekistan to represent the country's interests in international organizations and to conclude, in accordance with the established procedure and in accordance with the norms of international law, agreements on cooperation with the competent organizations of other states on mass communications, printing, publishing, printing and information and library activities, as well as scientific institutions directly or through its subordinate subdivisions;

To establish, in accordance with the established procedure, departmental scientific and training centers for training personnel in the field of mass communications, printing, publishing, printing and information and library activities, as well as for advanced training of employees;

To carry out publishing activities in accordance with the established procedure, to establish printing bodies, to produce and distribute information materials, periodicals and other printed products to cover the tasks in the field of mass communications, publishing and printing and information and library activities;

Transfer the state property of the Agency and its subordinate structures from one subdivision to another on the basis of the right of free use within the limits of its organizational structure in accordance with the established procedure;

Conclude in accordance with the established procedure contracts for the performance of work on maintenance of buildings, maintenance and operation of inventory and household appliances, vehicles, communication facilities, computing, computer and office equipment, purchase of software;

Attract highly qualified employees of government bodies and other organizations, non-governmental non-profit organizations, analytical institutes, scientific and educational institutions, as well as international organizations and foreign companies within the framework of the Agency's tasks;

To conduct business correspondence, organize events, conclude framework agreements with diplomatic missions and consular offices of foreign states in the Republic of Uzbekistan, international organizations, foreign companies on issues within the competence of the Agency;

To take measures to improve the material and technical basis of the Agency, its structural subdivisions and organizations within the Agency's system;

Create and improve, in accordance with the law, the Agency's social infrastructure and establish a unified system of incentives and incentives for Agency employees.

The Agency may have other rights under the law.

17. The Agency is responsible for the effective performance of its tasks.

§ 2. The rights and responsibilities of the territorial directorates of the Agency

18. The territorial offices of the Agency have the right to do so:

Request information materials from structural subdivisions of the Council of Ministers of the Republic of Karakalpakstan, khokimiyats, territorial subdivisions of state and economic management bodies, as well as other organizations, necessary for qualitative implementation of assigned tasks;

To give recommendations on improvement of activity of territorial subdivisions of state and economic management bodies, as well as other organizations on the issues of development of mass communications sphere, publishing-polygraphic and information-library activity;

To hold meetings with the participation of heads and responsible employees of territorial subdivisions of state and economic management bodies, as well as other organizations;

Involve qualified specialists of territorial subdivisions of state and economic management bodies, as well as scientific organizations for the preparation of information-analytical materials and development of program documents.

The territorial departments of the Agency shall be obliged to engage qualified specialists of the territorial subdivisions of the state and economic management bodies as well as of the scientific and analytical organizations for the preparation of information and analytical materials and development of program documents:

Exercise effective control over timely and quality execution of legislative acts, instructions of the Director of the Agency for Information and Mass Communications and his deputies, as well as tasks and functions assigned to the territorial directorates;

Ensure the development of information, publishing, printing and information and library development programs in close coordination with the relevant national programs and programs for the development of industries in accordance with the established procedure;

To provide the Agency with objective analytical information on the trends in the development of mass communications, publishing and printing and information and library activities of the territory, as well as on the progress in the implementation of programs for the development of information, publishing and printing and information and library sectors of the territories.

Chapter 5. Functional responsibilities of the heads of the Agency

20. In accordance with the assigned tasks, the heads of the Agency and the territorial directorates of the Agency are entrusted with the following functional duties:

(a) Director of the Agency:

Performs the general management of the Agency's activities and is personally responsible for the performance of the Agency's tasks and functions;

Determines the powers and degree of personal responsibility of deputy directors and other officials of the Agency's system for the management of certain areas and areas of the Agency's activities, as well as subordinate organizations;

Ensures strict compliance with state interests when considering proposals and draft regulatory legal acts submitted to the Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan on issues within the scope of the unit's competence, and approves prepared draft documents. After the adoption of the relevant acts, it ensures the organization of systematic control over their implementation;

Within the limits of its competence issues orders and gives instructions that are binding on the Agency's employees;

Approves the cost estimates and staffing table of the Agency's headquarters within the established headcount;

Changes the structure of the Agency's head office, territorial departments and subordinate organizations within the established number of employees;

Approves regulations on the structural subdivisions of the central office and subordinate organizations within the Agency's system;

Ensures strict compliance with the deadlines for the execution of applications from individuals and legal entities in accordance with the Law of the Republic of Uzbekistan "On Applications from Individuals and Legal Entities";

Exercises other powers in accordance with the law;

b) Deputy Director:

Interacts with the relevant subdivisions of the Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers of the Republic of Uzbekistan for the development of information, publishing, printing and information and library spheres, organization of expertise and quality preparation of draft regulatory legal acts;

On behalf of the Director of the Agency, coordinates the implementation of priority tasks and programs for the development of information, publishing, printing and information and library spheres;

Directly manages the relevant departments of the Agency in accordance with the approved structure of the Agency;

Nominates candidates for the Director's approval for the positions of heads and specialists of the Agency's central office included in the nomenclature of deputy directors;

Makes proposals on re-training, advanced training, encouragement and application of disciplinary measures to the heads of structural subdivisions included in the nomenclature of deputy directors;

Organizes on a systematic basis the work on formation of a reserve of personnel in the supervised subdivisions;

c) Head of the Agency's structural subdivision:

Ensures quality and timely performance of tasks in specific areas within the approved structural unit regulations;

Qualitatively assesses the development of the supervised information, publishing, printing and information and library spheres and makes specific proposals and implementation mechanisms to the Agency's management for their further development;

d) Head of the Agency's territorial department:

Organizes the activities of the Agency's territorial departments, including the work of department heads and their specialists in accordance with the tasks and functions assigned to them;

Qualitatively assesses the state of development of the information, publishing, printing and information and library sectors of the territory and makes specific proposals and implementation mechanisms for their further development to the Agency's management;

Performs other functions in accordance with the established procedure.

Chapter 6. Responsibility of the Agency's leadership

21. The Director of the Agency is responsible for:

Qualitative and timely performance of tasks assigned to the Director of the Agency by these Regulations and other legislative acts, as well as taking measures to eliminate deficiencies in the Agency's activities;

Achievement of the results of the implemented programs, strategies and concepts, their impact on the development in the field of mass communications, printing, publishing, printing and information and library activities of the country and territories;

Strict observance of executive discipline in the Agency, its structural and territorial subdivisions.

22. Deputy Directors are responsible for:

Effectiveness and timeliness of the tasks performed in the respective areas;

Efficiency and effectiveness of measures taken to ensure sustainable development of mass communications, printing, publishing, printing and information and library activities in the supervised areas.

23. The heads of the territorial departments of the Agency are responsible for:

Effective control over the timely and high-quality implementation of legislative acts, instructions of the Agency's managers, as well as the tasks and functions assigned to them;

Ensuring, in accordance with the established procedure, the elaboration of programs for the development of mass communications, publishing, printing and information and library activities of the territories in close coordination with the relevant republican and sectoral development programs;

Timely submission to the Agency of objective analytical information on trends in the development of mass communications, publishing, printing and information and library activities of the territories;

Effectiveness of the impact of implemented territorial programs on the development of mass communications, publishing and printing and information and library activities of the territories;

Ensuring quality and timely performance of the tasks assigned to the development of mass communications, publishing and printing and information and library activities of the territories.

Chapter 7: Organization of the Agency's activities

§ 1: Agency management

24. The Agency is headed by a director, who is appointed and dismissed by the President of the Republic of Uzbekistan.

The Director of the Agency has three deputies, including one of the first ones, appointed and dismissed by the Head of the Administration of the President of the Republic of Uzbekistan in agreement with the President of the Republic of Uzbekistan.

25. Appointment and dismissal of heads of structural subdivisions of the Agency's central office, heads of territorial departments of the Agency, directors of publishing and printing creative house "O'zbekiston" named after Gafur Gulyam the Chulpan printing house, the O'qituvchi printing house, the state scientific publishing house “Uzbekiston milliy encyclopediasi”, the state enterprise "Printing House of the Blind", regional publishing houses in the Republic of Karakalpakstan and other regions, the O'qituvchi Scientific and Methodical Publishing Centre, the A.A.Kurmangazy National Library of Uzbekistan. The Director of the Agency carries out the activities of the Navoi Mass Communications Centre, the Professional College for Training of Specialists in the Sphere of Printing and Publishing, the book distribution enterprise Uzdavkitobsavdotaminoti LLC, and the State Enterprise "Management of Administrative Buildings" of the Agency.  

§ 2 Procedure of internal cooperation between the structural subdivisions of the Agency's central office and its territorial departments

26. Structural subdivisions of the Agency's central office closely cooperate with the Agency's territorial directorates on issues:

Ensuring timely implementation of the instructions of the President of the Republic of Uzbekistan, the Head of Administration of the President of the Republic of Uzbekistan, the Chambers of the Oliy Majlis of the Republic of Uzbekistan, the management of the Agency, as well as the requests of deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, timely consideration of applications from individuals and legal entities;

Ensuring interaction between the territorial departments of the Agency and subdivisions of the state and economic management bodies in the development of programs for the development of mass communications, publishing, printing and information and library activities in the regions in conjunction with sectoral development programs;

Monitoring and coordination of the activities of the Agency's regional directorates to develop national and regional programs aimed at ensuring the dynamic and balanced development and regulation of mass communications, publishing, printing and information and library activities, optimal interaction between the press services of government agencies and the media, promoting the economic and investment potential of the country's regions, improving the culture of reading in society, and countering challenges and threats in information society

Systematic monitoring of Uzbekistan's information sphere, the dynamics of its main indicators by region, the implementation of projects and activities within the framework of programs for the comprehensive development of mass communications, publishing, printing and information and library activities in the regions, and the identification of systemic issues that impede their timely and high-quality implementation, with the development of proposals to address them;

Expertise and elaboration of draft regulatory legal acts submitted by the state authorities for consideration and approval, preparation of conclusions on them;

Analysis and assessment of the effectiveness of the Agency's territorial directorates;

Development and implementation of a system of criteria for assessing the level of development of mass communications, publishing and printing, and information and library activities in the regions of the country.

§ 3 Procedure for interaction of the Agency with state and economic authorities, local authorities and other organizations

27. The Agency in the sphere of interaction with state and economic management bodies, local authorities and other organizations:

Coordinates the activities of state and economic management bodies and local authorities, as well as the Agency's territorial directorates on issues within its competence;

Participates in the preparation and submission of proposals on issues within the Agency's competence in accordance with the established procedure;

Cooperates with state and economic authorities, regional and municipal khokimiyats to eliminate problems in the development of mass communications, publishing, printing and information and library activities of the territories, as well as on other issues within the competence of the Agency.

§ 4 The Board, other advisory and consultative expert bodies of the Agency

28. The Agency has a collegium consisting of the Director (Director of the Collegium), First Deputy Director, Deputy Directors, and heads of structural subdivisions of the Agency coordinating its main activities.

The Board considers issues related to:

Preparation and implementation of the main activities of the Agency as defined in these Regulations;

Organization of qualitative performance of specific tasks and instructions of the President of the Republic of Uzbekistan;

Ensuring interaction between the Agency and other state and economic management bodies, as well as local state authorities;

Evaluation of the effectiveness of the implemented programs, strategies and concepts of development of mass communications, publishing and printing and information and library activities with the adoption of additional measures and making adjustments to improve their effectiveness;

Selection, placement, training and retraining of personnel for positions within the Agency's nomenclature.

The Board may also consider other issues within the competence of the Agency.

The heads of state and economic management bodies, the Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats and the city of Tashkent are invited to the meetings of the Agency's Board.

The Board shall be competent if more than half of its members are present at a meeting. Decisions are taken by a simple majority vote.

The decisions of the Collegium are implemented by orders of the Agency Director and minutes of the Collegium. In case of disagreement between the Agency Director and the members of the Collegium, the Agency Director makes an independent decision.

The procedure for the activities of the Collegium is determined by its regulations approved by the Collegium.

29. The Agency has a Public Council for the development of the information environment consisting of the First Deputy Director (Director of the Council), heads and specialists of individual structural subdivisions of the Agency coordinating the main areas of its activities, as well as representatives of the subjects of mass communications, publishing and printing and information and library activities.

The number of members, personnel and the Regulation on the Public Council are approved by the Agency Director's order.

Based on the decision taken at the meeting of the Public Council, the Chairman of the Council is entitled to make changes and additions to its personnel composition.

The main tasks of the Public Council are as follows:

Elaboration of proposals on establishing close cooperation between state bodies and mass media, further development of the information sphere;

Discussion of problematic issues that hinder the further development of subjects of the sphere of mass communications, improvement of the financial condition of periodicals, as well as raising the status of the journalist;

Critical consideration of the mechanisms of practical implementation of regulatory legal acts aimed at the development of the information sphere, further strengthening of legal mechanisms for the protection of freedom of speech and information, elimination of bureaucratic obstacles in the implementation of openness in the activities of government agencies and reduction of unwarranted interference in the activities of the media by government agencies, improvement of the system to ensure information security and development of healthy competition in the distribution of media products;

Participation in the improvement of the legislative framework, including by discussing draft regulatory legal acts being developed and submitted to the Agency for consideration.

Chapter 8: Criteria for evaluating the effectiveness of the Agency's activities

30. Performance evaluation:

Director, First Deputy Director, Deputy Directors, Heads of Territorial Departments of the Agency are carried out their tasks on the basis of integrated performance evaluation indicators approved by the Prime Minister of the Republic of Uzbekistan;

Heads of departments and divisions, as well as employees of the central office, territorial departments of the Agency, heads and employees of subordinate organizations are carried out on the basis of performance evaluation indicators approved by the Director of the Agency.

Chapter 9. Financing of the Agency's activities and material incentives for its employees

31. Financing of the Agency's activities and material incentives for its employees are provided in accordance with the law.

32. The salaries of the Agency's employees consist of salaries, bonuses, surcharges, bonuses and incentives provided for by law.

Employees of the Agency's central office are paid a monthly bonus for length of service in the following amounts (in coefficients to the official salary, taking into account the incentive coefficient):

From 1 to 3 years - 0.3 years;

3 to 5 years - 0.6;

5 to 10 years - 0.8;

10 to 15 years - 1.0;

15 to 20 years - 1.2;

over 20 years - 1.5.

The length of service eligible for the Longevity Allowance shall be calculated in accordance with the procedure approved by the Agency.

33. The Agency's employees, its territorial departments and employees are paid their salaries and material incentives from the payroll fund, the Fund for the Support of Information and Mass Communications Development and other sources not prohibited by law.

The resources of the Fund for the Support of the Development of the Information and Mass Communications Industry are funded from:

Contractual contributions amounting to 10 per cent of the net proceeds from the sale of products of publishing houses and printing enterprises under the Agency's jurisdiction;

One-time funds of the State budget of the Republic of Uzbekistan in the amount of 20 billion soʻm;

Funds received from the payment of the state duties for the issuance of documents and licensing;

Charitable donations from individuals and legal entities, including non-residents of Uzbekistan;

Other income not prohibited by law.

The Regulation on the Fund for the Support of Information and Mass Communications Development of the Republic of Uzbekistan is approved by the Agency jointly with the Ministry of Finance of the Republic of Uzbekistan.

Chapter 10. Reporting by the Agency

34. Agency for Cooperation with the Administration of the President of the Republic of Uzbekistan:

Introduces draft regulatory legal acts and other documents related to the performance of assigned tasks and functions in accordance with the established procedure;

Provides preparation of proposals, recommendations and analytical materials for submission to the Presidential Administration of the Republic of Uzbekistan, aimed at solving the problems of implementation of the state information policy, optimization of the state regulation in the field of mass communications, publishing and printing and information and library activities, in cooperation with the state and economic management bodies;

Develops and implements measures for the preparation, implementation and evaluation of the effectiveness of projects in the field of mass communications, publishing, printing and information and library activities, makes specific proposals to the Presidential Administration to improve their effectiveness, including through the introduction of public-private partnerships;

Regularly organizes review by the heads of the relevant subdivisions of the Administration of the President of the Republic of Uzbekistan of the implementation of the most important directions and tasks in the field of mass communications, publishing, printing and information and library activities, available in these areas of systemic problems and shortcomings;

Performs other functions in accordance with the established procedure.

35. On the basis of a comprehensive in-depth analysis and synthesis of information from the Agency's territorial directorates, relevant state and economic administration bodies, the Agency submits quarterly analytical materials to the Administration of the President of the Republic of Uzbekistan on the achievements in the development of mass communications, publishing and printing and information and library activities in the country.

36. At the end of each quarter, the Agency publishes a press release on its website on the results of the development of mass communications and publishing, printing and information and library activities in the country during the relevant reporting period.

37. On a quarterly basis, on the basis of an in-depth analysis and synthesis of the information provided by the territorial subdivisions of State and economic administration bodies, the Agency is provided with a summary of analytical information on the implementation of the unified State information policy, the development of mass communications, publishing, printing and information and library activities in the country's regions, as well as the problems identified with justified proposals for their elimination.

Chapter 11. Final provisions

38. The reorganization and liquidation of the Agency shall be carried out in accordance with the procedure established by law.
